Pengaruh Penerapan Budaya 5S dan Sistem FIFO terhadap Efektifitas Pelayanan Peminjaman Arsip di Polres Tulang Bawang Barat

Abstract

Archive management plays a strategic role in supporting the effectiveness of administrative services in government institutions, including the Police. Archive lending services at Polres Tulang Bawang Barat still face several obstacles, such as an unorganized storage layout, the suboptimal implementation of the 5S work culture, and the absence of a FIFO (First In First Out) system in document storage. These conditions cause the archive search and retrieval process to take a relatively long time, thereby hindering the effectiveness of archive lending services. This study aims to examine the effect of implementing the 5S Culture and the FIFO system on the effectiveness of archive lending services, both partially and simultaneously. A quantitative method with a causal associative approach was used. Data were collected from all 50 employees of Polres Tulang Bawang Barat using a saturated sampling technique, then analyzed using multiple linear regression, the t-test, the F-test, and the coefficient of determination with the aid of IBM SPSS version 26. The results show that the 5S Culture has a positive and significant partial effect on service effectiveness (t = 5.403; sig. = 0.000), and the FIFO system also has a positive and significant partial effect (t = 4.541; sig. = 0.000). Both variables simultaneously affect service effectiveness significantly (F = 139.574 > F-table = 3.20), with a coefficient of determination of 85.6%. The 5S Culture is the most dominant variable, with a standardized beta of 0.526, higher than the FIFO system's 0.442. The institution is advised to establish clear archive classification and labeling standards and to consistently apply FIFO-based storage procedures in order to improve the quality of archive lending services on a sustainable basis.
